Kevin Halbert
Mr. Halbert brings decades of high-ranking law enforcement and tactical leadership to Quadrix, retiring in late 2024 as Chief Deputy (second-in-command) for the Henderson County Sheriff's Office.
His career includes service in the U.S. Marine Corps (Scout Sergeant), three years as a DOE Federal Agent under the National Nuclear Security Administration, and nearly a decade in Major Crimes investigations with Mesquite PD. He holds a Texas Master Peace Officer License and is a certified POST Peace Officer.
Clinton Felts, PMP
Mr. Felts offers a unique dual-industry background spanning public corrections and heavy industrial project management. As Jail Administrator for Henderson County, he managed facility operations and served as owner representative for a successful 300-bed facility expansion.
He later transitioned into the energy sector, advancing through senior engineering and project management roles overseeing multi-million dollar turnkey EPC projects across midstream, downstream, and renewables markets.
John Cotten, PE
Mr. Cotten brings over 30 years of industrial engineering and project execution expertise to Quadrix. A licensed Professional Engineer, he holds a B.S. in Electrical Engineering from Texas A&M University.
His background spans 18 years in deep technical execution for firms like Rohm and Haas and CB&I, followed by executive business development leadership roles at KP Engineering and Samuel Engineering. He ensures every Quadrix project is rooted in absolute technical precision.
